Ddeng mlynedd ar hugain yn \u00f4l, yn nyddiau Margaret Thatcher, cynhaliodd y Swyddfa Gymreig adolygiad o\u2019r Llyfrgell Genedlaethol Cymru gan ddod i’r casgliad bod angen cyllid ychwanegol ar y Llyfrgell. Cafwyd sylw parod gan was sifil o Whitehall ar y pryd, i aelod o’r tim rheoli: ‘Rydych chi’n hoff fan hyn o\u2019ch Llyfrgell Genedlaethol am y nesaf peth i ddim!’ Pen draw\u2019r adroddiad oedd 30 aelod staff newydd yn dechrau ar yr un diwrnod ym 1992.<\/p>\n

Roedd sefydlu Cynulliad Cymru yn 1999 yn cynnig gobaith inni y byddai\u2019r sector Treftadaeth Gymreig yn ganolog i fywyd yr oes gadarnhaol, newydd hon. 20 mlynedd yn ddiweddarach dyma Llywodraeth Cymru yn comisiynu Adolygiad Annibynnol<\/a>, sydd unwaith eto’n nodi materion penodol eraill, gan ddod i’r casgliad bod y Llyfrgell Genedlaethol wedi’i lwgu o arian mewn modd systematig.<\/p>\n

Yn wahanol i 1989, pan weithredwyd ar argymhellion yr adroddiad gan y Swyddfa Gymreig, y tro hwn distawrwydd llethol a ddaeth o Lywodraeth Cymru. Felly, mae’r Llyfrgell Genedlaethol yn cael ei gorfodi i dorri’r gweithlu eto – 30 swydd arall, i lawr i 200 o aelodau staff \u2013 sydd, ynghyd \u00e2 cholli swyddi blaenorol, yn mynd \u00e2’r Llyfrgell yn \u00f4l i gyfnod Thatcher. Nid mater o golli swyddi mewn cyfnod economaidd anodd yn unig mo hwn, ond canlyniad i ddiffyg buddsoddiad hirdymor – dyma ymosodiad ar sector Treftadaeth Cymru.<\/p>\n

Yn wahanol i’r rhan fwyaf o Lyfrgelloedd Cenedlaethol, nid Llyfrgell yn unig mo\u2019r Llyfrgell Genedlaethol Cymru: mae’n Archif Genedlaethol, mae’n gartref i gasgliad o Gelf Genedlaethol, mae\u2019n Archif Sain-Weledol a Darlledu Genedlaethol, ac Archif Ddigidol Gynradd i Gymru. Mae’n arch-ganolfan ddiwylliannol wych sydd wedi dod yn gartref i Gomisiwn Brenhinol a Henebion Cymru sydd wedi’u hadleoli yn ddiweddar. Mae’r safle hyd yn oed wedi’i gysylltu trwy goridor amgaeedig i swyddfeydd Geiriadur Cymru a’r Ganolfan Astudiaethau Celtaidd Uwch \u2013 mae’n drysor diwylliannol go iawn.<\/p>\n

Bydd y toriadau staffio yn arwain at lai o gapasiti i ymgymryd \u00e2 nifer o’n gweithgareddau. Bydd yn effeithio ar ein gallu i gasglu deunyddiau i\u2019r oesoedd i ddod \u2013 o bosibl yn gorfodi casglu 20-40% yn llai – a’n gallu i ddarparu mynediad cyhoeddus i gasgliadau. Ni fuasai Dr John Davies wedi gallu ysgrifennu ‘Hanes Cymru’ heb fynediad at ffynonellau cynradd, y mae rhai ohonynt yng nghasgliadau y Llyfrgell Genedlaethol. A bydd haneswyr y dyfodol dan anfantais wrth ysgrifennu hanes Cymru neu ail-ddehongli’r gorffennol, os nad yw tystiolaeth ddogfennol wedi’i chadw, neu os yw mynediad at yr adnoddau sylfaenol hyn yn anodd neu efallai’n amhosibl, oherwydd colli gwasanaethau cyhoeddus a staff gwybodus.<\/p>\n

Y realiti yw y bydd staff sydd \u00e2 hyd at 30 mlynedd o brofiad o’r casgliadau yn cael eu colli am byth oherwydd y toriadau hyn… ac ymhen ychydig flynyddoedd os yw’r sefyllfa economaidd wedi gwella, bydd yn anodd ailadeiladu’r wybodaeth hon drwy ddod \u00e2 staff newydd i mewn, wedi inni golli’r cyfle i staff profiadol drosglwyddo eu gwybodaeth yn gyntaf. Y perygl yw y bydd gan Gymru sefydliad diwylliannol llawer llai sylweddol yn y pen draw.<\/p>\n

Beth yw’r ateb? Yn syml, mae angen adnoddau ychwanegol arnom i sefydlogi’r cyllid a rhoi sicrwydd hirdymor i’r Llyfrgell, fel bo modd gwasanaethu pobl Cymru a thu hwnt. Mae gofyn cydnabod gwerth y Llyfrgell fel sefydliad diwylliannol. A rhaid wrth ofyn yn ogystal, pam bod Llywodraeth yr Alban yn gallu cynnig sefydlogrwydd ariannol a dyfodol hirdymor i’w sector treftadaeth, yn wahanol i Lywodraeth Cymru? Mae’r ddau yn dibynnu ar y grant bloc o San Steffan \u2013 ai dim ond bod gan Lywodraeth yr Alban fwy o arfau cyllidol yw\u2019r rheswm, neu yn hytrach, a yw Llywodraeth yr Alban yn gosod mwy o werth ar ei sector Treftadaeth na Llywodraeth Cymru?<\/p>","protected":false},"excerpt":{"rendered":"
